Kaneka Corporation (Headquarters: Minato-ku, Tokyo; President: Kazuhiko Fujii) and Takasago Construction Co., Ltd. (Headquarters: Warabi City, Saitama; President: Ken Kazama) have been jointly selected for the “Decarbonized District Development Project” under Saitama City’s Decarbonization Leading Area initiative. The district is scheduled for completion in March 2028.November 17, 2025
Saitama City is Japan’s first municipality designated as a “Decarbonization Leading Area” (*1) and is promoting advanced initiatives to achieve a “Zero Carbon City” by 2050, targeting net-zero CO₂ emissions. As part of this effort, the project aims to promote progress towards a Zero Carbon City by developing a decarbonized district where ZEH (Net Zero Energy House) homes are mandatory. The operating entity was selected through an open call proposal.
Our proposal was highly evaluated for its comprehensive approach, which includes utilizing on-site PPA (*2) to enable power sharing within the city, achieving a 100% renewable energy-powered district, promoting local production and consumption of electricity, and creating a regional circulating symbiotic urban energy model centered on green infrastructure and safe, secure living (*3).
The ZEH homes will incorporate Kaneka’s solar cells and renewable energy utilization technologies. When self-generated electricity alone cannot meet demand (such as at night), electricity will be supplemented through Kaneka’s on-site PPA service, using factory rooftops within Saitama City (*4), thereby ensuring a 100% renewable energy-based decarbonized district. This initiative will serve as a model case for future expansion to other regions, contributing to nationwide decarbonization efforts.

We contribute to local communities with total energy solutions using our environmentally friendly products such as solar cells and heat insulating materials.
(*1) The Ministry of the Environment selects and provides focused support to municipalities implementing advanced initiatives toward realizing the decarbonized society promoted by the Japanese government. On April 26, 2022, Saitama City was one of the first in Japan to be designated as a “Decarbonization Leading Area,” along with 25 other areas.
(*2) On-site PPA (Power Purchase Agreement) refers to a contractual arrangement in which a third party installs solar power generation equipment on a company’s premises and the company purchases the electricity generated.
(*3) This concept utilizes the functions of the natural environment to solve various social challenges. This proposal includes measures to create a relaxing streetscape with extensive greenery and contributing to the cycle of local forest resources by using prefecture-sourced timber for wooden houses. Similar decarbonization initiatives are being promoted in collaboration with other municipalities.
(*4) Surplus electricity from Kaneka’s on-site PPA service will be supplied as renewable energy with accompanying renewable energy certificates.
